E. Robert (Bob) Mooney
Bob Mooney has over 30 years experience in a broad variety of roles as a
consultant to the electric utility industry and as a developer/owner/operator of energy
projects.
From 1986 to the present Bob has held the position of President and managing
partner for the Malacha Hydro project, a 32.5 MW hydroelectric facility in northern
California. In this role Mr. Mooney supervised the permitting, financing, construction
and the continuing operation of the Malacha project.
In 1981,Bob Mooney formed Mooney Consulting, a company through which he
provides extensive consulting experience to electric utilities — cooperatively, publicly
and privately owned — for: (i) planning, design and operation of transmission and
distribution systems, (ii) power supply planning and operation, (iii) Power contracts, (iv)
rates and financing, and (v) natural gas and electric marketing matters.
Highlights of his consulting practice include: negotiation and drafting the
Ownership and Resale Agreements for the 500 Megawatt Boardman Coal-Fired Plant;
supervising the preparation of the Engineer’s Opinion of the Official Statement for the
sale of bonds to construct the $50 million Idaho Falls Bulb Turbine Hydroelectric Project
and negotiated the power sales agreement (first under the N.W. Regional Power Act);
supervising preparation of the Engineer’s Opinion of the Official Statement for the sale
of bonds to construct the $50 million Idaho Falls Gem State Hydroelectric Project and
negotiated the power sales agreements; consultant to 70+ Northwest Electric Utilities for
negotiation of various contracts under the Regional Power Act; consultant to Blythe
Energy LLC for the development of a 520 MW gas-fired generating project in southern
California; consultant to Caithness – for the development of a 520 MW Blythe II natural
gas generating project; project director for Caithness on Blythe II transmission issues for
the permitting and development of a 118 mile, 500 kV transmission line, currently
expected to have construction begin in 2007.
From 1963 to 1981 Bob was a consulting engineer and project manager for
CH2M Hill, an international employee-owned consulting firm which currently employs
16,000+ in all aspects of engineering. At CH2M Hill Bob served as Manager of Power
Systems Projects, Director for Electric Utility Services and Director for Energy Systems
Marketing. For more than 10 years he was also responsible for corporate planning and
marketing of engineering services to the electric utility industry.
Bob has a M.S. in Electrical Engineering from Oregon State University,
(1969), a B.S. in Electrical Engineering from the University of Idaho (1963), and is a
Registered Professional Engineer. He is a member of the National Society of
Professional Engineers and the Western Electric Coordinating Council (WECC).
